ALPR Nebraska is an independent public-interest archive of public records concerning governmental automated license plate reader systems in Nebraska. The project collects and publishes source documents, records-request correspondence, and neutral summaries concerning policy, procurement, deployment, statutory reporting, data retention, information sharing, and oversight. It is not currently a 501(c)(3) charitable organization and does not accept tax-deductible contributions.

In scope

• Municipal police departments.
• County sheriff's offices.
• City and county governing bodies.
• City/county procurement, finance, IT, traffic, public works, parking, and records offices.
• Nebraska Crime Commission annual-report materials.
• Nebraska Department of Transportation agreements and right-of-way records.
• Nebraska State Patrol and other state-agency use or sharing arrangements.
• Public-university police departments where they operate or access ALPR systems.
• Governmental or quasi-governmental entities only when they operate, fund, host, access, or materially govern the system.

Out of scope

• Raw plate-read databases, individual plates, images, location histories, or other protected personal/investigative data.
• Private businesses' ALPR systems, unless there is a government contract, data-sharing agreement, procurement relationship, or governmental access arrangement.
• Unverified reports or social-media claims presented as factual findings.
• General surveillance issues unrelated to ALPR, at least until the core archive has a sustainable workflow.

Editorial and correction policy

• Primary documents are preferred over secondary accounts.
• Claims must identify the source document and the specific supporting page, row, or section.
• Agency statements are labeled as agency statements.
• "No record located" means no record was located through the described search — not proof a program does not exist.
• Corrections are dated and visible.
• Submissions may be rejected for lack of provenance, relevance, privacy concerns, or inability to verify.
• The project does not publish personal ALPR capture data, plate numbers, individual location histories, or sensitive investigative details.
• Contributors retain responsibility for lawful acquisition and submission of materials.
• The project may redact or decline to publish material that creates unnecessary privacy or safety risk.

Statutory background

Nebraska enacted ALPR-specific legislation governing agency use, retention, and reporting. Key statutes:

• Neb. Rev. Stat. §§ 84-712–84-712.09 — Nebraska Public Records Act. Under § 84-712(4), a records custodian must, within four business days, provide responsive records, issue a written denial stating the legal basis, or notify the requester that additional time is needed and provide an estimated completion date and cost.
• Neb. Rev. Stat. § 60-3206 — Requires agencies operating ALPR systems to file annual practice and usage reports with the Nebraska Crime Commission.
• Neb. Rev. Stat. § 60-3209 — Provides that captured ALPR data held by a governmental entity is not a public record, subject to the statute’s terms and exceptions. Accordingly, this project does not seek to publish raw ALPR captures, individual plate information, or associated personal/investigative data.
