The Lancaster County Sheriff's Office requested clarification or narrowing, stating that the original request was not sufficiently specific to identify responsive records. Lancaster County Sheriff's Office denied the narrowed request, again citing insufficient specificity under Neb. Rev. Stat. § 84-712.01(4)(c). The letter, signed by Sheriff Terry T. Wagner and PIO Kelsey Cruz, stated the Office was "unable to provide the records as requested" because "the description provided is nonspecific in nature and does not allow our Office to locate or determine the existence of records responsive."
